Congressman Bill Posey (R-Rockledge)
June 29, 2023

Congressman Bill Posey (R-Rockledge) put his full support behind the passage of H.R. 277, the Regulations from the Executive in Need of Scrutiny Act (REINS Act) in the U.S. House of Representatives. This landmark legislation aims to bolster accountability and transparency in the federal regulatory process while reestablishing Congress’s legislative authority to shape the laws of the United States.

As an original cosponsor of the REINS Act, Posey emphasized the importance of maintaining the balance of power between Congress and federal agencies. “Congress empowers federal agencies with the authority to implement the laws that Congress passes, not create new laws,” he stated. The REINS Act seeks to address instances where federal government agencies exceed their authority by crafting regulations that carry the force of law without proper oversight from Congress. By mandating that major regulations be submitted to Congress for review and approval or disapproval, the act aims to restore the role of Congress in holding agencies accountable for potential overreach.

Posey has emerged as a leading figure in Congress when it comes to combating the pervasive issue of regulatory overreach. In April 2023, he introduced H.R. 2513, the CURB Act, which stipulates that federal agencies must identify three existing rules for repeal before proposing any new rules unless such proposals are required by statute enacted by Congress.

The passage of the REINS Act represents a crucial step in reforming the federal rulemaking process, granting Congress a stronger voice in shaping the regulations that impact the American people. With Congressman Posey’s resolute support, this legislation aims to strike a balance between agency discretion and congressional oversight, ushering in a new era of accountability and transparency in federal governance.
